In China this is called a putuan - a woven floor seat for tea and quiet sitting. The outside is natural straw, hand-coiled from the center out. The inside is a foam core, which is what gives it an even 6 cm height.

Questions
Is it straw all the way through?
No. The straw is the woven outer layer. Inside is a foam core - that is what keeps it at an even 6 cm.
Can I wash it?
The cover does not come off, so it cannot go in the washer or be soaked. Wipe it with a dry cloth.
Can I use it outdoors?
We would not. Straw does not like damp, and the cushion needs to stay dry.
Each cushion is woven by hand, so the coil pattern and straw tone vary slightly from piece to piece - that is the handwork, not a flaw.
